HB 1535 Signed—Texas Raises THC Cap to 1%

What Changed with HB 1535

Effective September 1, 2021, HB 1535 redefined “low-THC cannabis” as products containing no more than 1.0% THC by weight. While that may seem minor, the shift allows for more flexible and effective treatment for patients across Texas.

Why It Matters

  • Improved dosing—Higher THC per milliliter reduces the amount of carrier oil needed.
  • Wider eligibility—PTSD and all forms of cancer are now included under CUP.
  • Greater product variety—Dispensaries can offer more effective formulations.

What 1% THC Feels Like

The increase does not typically cause intoxicating effects. Most patients report improved symptom management—such as reduced anxiety or pain—without mental fog or impairment.

Tips for Adjusting Your Dosage

  1. Begin with low doses and increase gradually.
  2. Track your symptom response with a journal.
  3. Review your label; products may have been reformulated since the law changed.
